Do some town ins Animal Crossing seem luckier than others?

I remember a year ago I started a new town and it seemed like every fish, insect and fossil I could get my hands on, came right away.

Fruits grew without issue and towns people were friendlier and full off little errands.

But now this new town, seems the complete opposite.

Has anyone else noticed this?

What is a VPN?
